The Backflow Repairer course includes classroom instruction and hands-on training that utilizes a backflow prevention assembly wet lab where students will disassemble a double check assembly, reduced pressure principle assembly, pressure vacuum breaker, and spill resistant pressure vacuum breaker. This course is 24 hours in length and includes the course manual. Course applicants must possess valid Backflow Prevention Assembly Tester certification.

The Backflow Tester course includes classroom instruction and hands-on training that utilizes a backflow prevention assembly wet lab where students will field test a double check assembly, reduced pressure principle assembly, and pressure vacuum breaker. This course is 32 hours in length and includes the course manual published by the FW&PCOA.

The Facility Management course is taught by experienced water industry professionals, and meet the core subject area requirements of the Florida Department of Environmental Protection’s Operator Knowledge Base Manual, providing the training required by rule for the Florida water and wastewater treatment plant operator level A examinations. Manuals are included in this 32 hour course.

The FW&PCOA’s voluntary certification program for reclaimed water system operators closely follows the subject content for water distribution system operator courses. Students receive additional instruction in Rule 62-610, Florida Administrative Code, regarding the reuse of reclaimed water and land application. The association grants certification step-wise, starting at the C level and progressing to the A level. Each course is 30 hours in length and includes the course manual.

Persons who have successfully completed the FW&PCOA’s Level 3, 2 or 1 water distribution system operator course may take the abbreviated reclaimed water distribution level C, B, and A course, respectively.

The A course, examines supervisory concepts, including supervisor functions, leadership styles, conflict resolution, decision making, and motivation. This 32 hour course includes the manual and also provides a technical review of the concepts introduced in the C and B courses.

The B course provides an advanced, in-depth examination of stormwater systems, and includes stormwater management, site inspections, proper handling and disposal of wastes, record keeping, public relations, maintenance methods, and cross-connection and backflow prevention. Manuals are included in this 32 hour course.

The C course examines the basic concepts of a stormwater system, including system components, maintenance procedures and equipment, system construction, safety program, stormwater monitoring and sampling, use and care of pumps, and interpreting blue-line and as-built drawings. Manuals are included in this 32 hour course.

The Level III course covers pumps, motors, basic electrical, backflow prevention and cross-connection control, types of maintenance programs, valves and safety. Manuals are included in this 32 hour course.

The Level II course provides an advanced, in-depth examination of customer service concepts, including working with other employees, the changing image of customer service, understanding the benefits of customer service, becoming bi-lingual, understanding utility & field service, managing conflict, public speaking, and water treatment. Manuals are included in this 32 hour course.

The A course, examines supervisory concepts, including supervisor functions, leadership styles, conflict resolution, decision making, and motivation. This 32 hour course includes the manual and provides a technical review of the concepts introduced in the C and B courses.

The B course provides an advanced, in-depth examination of wastewater collection systems, and includes administration and organization, safety/survival programs, inflow and infiltration, and sewer rehabilitation. Manuals are included in this 32 hour course.

The C course examines the basic concepts of a wastewater collection system, including wastewater system inspecting and testing, safe procedures, lift station and equipment maintenance, pipeline cleaning and maintenance, pipeline repair and rehabilitation, and wastewater math. Manuals are included in this 32 hour course.

SCADA systems have become more sophisticated over the years. Applications for utility use continue to expand. Remote monitoring of systems, process control adjustments, maintenance management, and report generation are some technologies that many managers are embracing. However, these innovations in communications equipment, hardware, software, cybersecurity and safety have caused many operators and managers confusion. Understanding the terminology, fundamental uses, applications, and operating platforms is necessary if managers and staff are to use them to their best advantage.

This 30-hour continuing education course is designed to provide utility staff with a deeper understanding of SCADA and control systems and their essential components as well as keeping an eye trained on safety (DS/DW/WW02014216 3.0 CEU's).

The Wastewater Process Control course is a 30-hour continuing education course focusing on wastewater treatment process control concepts. The course topics include pretreatment, rules and regulations, disinfection and odor control, wastewater process math, the activated sludge process, biological nutrient removal, and biosolids handling.(WW02014035 – 3.0 CEU)

The Wastewater Troubleshooting course is a 30-hour continuing education course emphasizing wastewater treatment process troubleshooting. The course topics include activated sludge troubleshooting, laboratory procedures, optimizing process instrumentation, wastewater process math, disinfection and odor control, plant design, and rules and regulations. (WW02014036 – 3.0 CEU)

The Level 1 course, the most advanced course for water distribution system operators, examines supervisory concepts, including supervisor functions, leadership styles, conflict resolution, decision making, and motivation. This 32 hour course includes the manual and also provides a technical review of the concepts introduced in the Level 3 and 2 courses, to best prepare the student to pass the Florida Level 1 exam.

The Level 2 course provides an advanced, in-depth examination of the water distribution system concepts, introduces the student to system administration and organization, and reviews the sections of the Florida Administrative Code that pertain to system monitoring, construction, operation and maintenance, and the actions required for out of compliance systems. Manuals are included in this 32 hour course.

The Level 3 course, the entry level, examines the basic concepts of a water distribution system, including storage, system components, water quality, disinfection, operation and maintenance, safety, and water math. Manuals are included in this 32 hour course.
