The FlaWARN Committee held a Zoom meeting to discuss the status of Hurricane Sally and its impact on the communities in the panhandle. We decided to place a Watch on this storm in place of making it an event until we receive further information from utilities needing assistance which will likely be more of a rain event than wind damage as it passes over the area. Gov. Ron DeSantis declared a state of emergency in Escambia and Santa Rosa counties ahead of Hurricane Sally's arrival on the Gulf Coast and it looks like pumps and possible generators will be the largest need so WATER Tracker will be open for any utilities to request needs. We will have another meeting tomorrow at 2:00 pm to give utilities time to make assessments and discuss next steps.

Amendment to Articles of Incorporation

President Darrow noted that ST Bishop had researched seemingly archaic Articles provisions requiring that FW&PCOA members be United States citizens and residents of Florida. ST Bishop presented a document replacing that section with a section which permits the FW&PCOA to establish and amend membership requirements as it deems appropriate.

Motion by XI/XIII to adopt proposed amendments to FW&PCOA Articles of Incorporation allowing the board of directors to establish and amend membership requirements from time to time, approved unanimously.

The Department (DEP) is initiating procedural rulemaking to revise and add clarification on the inclusion of Distributed Wastewater Treatment Systems (DWTS) for domestic wastewater facilities and activities permitting. DWTSs are comprised of one or more small, onsite wastewater treatment units that can provide improved treatment over traditional onsite sewage treatment and disposal systems (OSTDS) and have an improved capability for the multiple units of a DWTS to be remotely operated and maintained by a single, central wastewater utility. This notice supplements the Department’s March 27, 2025, notices of rule development for rules in Chapters 62-620, 62-621, and 62-699, F.A.C., (Vol. 51/60) to revise and add clarification on the inclusion of DWTS for domestic wastewater facilities.

DEP is proposing amendments to Chapter 62-602, F.A.C., to implement Chapter 2023-204, Laws of Florida, which amended sections 403.865 and 403.867, F.S., and created section 403.8721, F.S.
Chapter 2023-204, Laws of Florida, directed DEP to adopt rules for issuing licenses by reciprocity for water treatment, domestic wastewater treatment, and water distribution system operators with licenses from other states and individuals serving in the United States Armed Forces. Additionally, section 403.8721, F.S., authorizes DEP to issue temporary operator licenses during a declared state of emergency.

The Department announces a workshop to which all persons are invited on September 18, 2020, from 9:00 a.m. to 12:00 p.m. to receive comments on proposed amendments to Chapter 62-640, F.A.C., which regulates and ensures the proper treatment, management, and use of biosolids. The workshop will be held by webinar.
The draft amendments incorporate biosolids provisions from Chapter 2020-150, Laws of Florida, and revise monitoring and permitting criteria for the land application and management of biosolids.
