The FW&PCOA originally provided these courses, starting in 1981, as a voluntary certification program. Today, these courses, taught by experienced operators, meet the core subject area requirements of the Florida Department of Environmental Protection’s Operator Knowledge Base Manual, providing the training required by rule for the Florida operator examination for each level of licensing.

The Level 3 course, the entry level, examines the basic concepts of a water distribution system, including storage, system components, water quality, disinfection, operation and maintenance, safety, and water math. Manuals are included in this 32-hour course.
