Recycled Water; Provides recycled water is water source for public water supply systems; specifies point of compliance with drinking water standards for water recycling projects; provides recycled water projects must be included in regional water supply planning & are exempt from certain permits, expedited permitting, tax credits, & specified water quality protections; provides for creation of working group by Potable Reuse Commission; prohibits specified surface water discharges.
